David Moffett led the Welsh Rugby Union between 2002 and 2005
Former Welsh Rugby Union chief executive David Moffett has resigned from a US-based company which promised significant new investment to Scarlets only two months ago.
In August 2025 Scarlets announced they had attracted significant new investment from the company whose board members included Moffett and ex-Wales fly-half Dan Biggar.
But Moffett has announced his resignation, external from House of Luxury LLC (HOL) "effective immediately".
He gave no reason for the decision which comes while the Welsh Rugby Union (WRU) is putting the final touches to proposals that could see the game's professional tier reduced from four to three or two teams.
HoL had agreed a deal that would see it acquire a 55% stake in the Scarlets. No further information has been released since the initial announcement and a search of Companies House shows no recent changes to its board.
Moffett was WRU chief executive in 2003 when he drove the process that led to Welsh rugby's regional era, beginning with five teams.
The governing body now wants to cut that number to two with the board expected to make a decision by the end of the month.
